About Greater Hudson Valley Health System (GHVHS)

The Greater Hudson Valley Health System (GHVHS) is a New York State, not-for-profit corporation headquartered in Middletown, New York, approximately 60 miles north of New York City. It is currently the active parent company for two member hospitals – Catskill Regional Medical Center and Orange Regional Medical Center. The GHVHS is dedicated to developing specialty services, medical programs and needed healthcare services that allow residents to remain close to home to receive quality care.

Providing healthcare to nearly 450,000 residents in Orange, Sullivan and Ulster Counties, the GHVHS was designed to improve the quality, stability and efficiency of healthcare services in the mid-Hudson and Catskill region. Services provided by more than 3,300 employed professionals and over 850 medical staff members, makes the GHVHS one of the largest healthcare providers in the tri-county area. The System’s three hospital campuses (Catskill Regional Medical Center - Harris, Catskill Regional Medical Center - Callicoon and Orange Regional Medical Center) plus several outpatient facilities, offer a broad spectrum of care including:

Darrell Supak - Chairman

Darrell Supak, Greater Hudson Valley Health SystemDarrell Supak is Senior Vice President and Chief of Staff for Granite Associates, LP. Mr. Supak was actively involved in the planning, development and construction of Bethel Woods Center for the Arts, a not-for-profit job creation and economic development initiative in Sullivan County, New York. In 2011, Mr. Supak received the prestigious Walter A. Rhulen Award for “Business, Community and Humanity” from the Sullivan County Partnership for Economic Development.

Mr. Supak serves on the board of the National Purple Heart Hall of Honor and is Chairman of the Archdiocesan Pastoral Council for the Archdiocese of New York. Mr. Supak is a retired U.S. Army Colonel. He holds a Bachelor’s of Business Administration degree from Texas A&M University at Kingsville and a Master’s degree in Business Administration from Sul Ross University. Mr. Supak is actively involved in health, education and veterans activities.

Mr. Supak lives in Warwick, New York.

Terrence L. Olivo - Vice Chairman

Terrence Olivo, Greater Hudson Valley Health SystemTerrence Olivo has been a public school educator for 44 years and for more than thirty-five of these years, he has been employed as a Central Office Administrator. Mr. Olivo began his career in the Highland Central School District, in Ulster County, as a history teacher. He left Highland, in January 1979, to become the Assistant Superintendent for Personnel in the Monroe-Woodbury Central School District. Ten years later, he became the district's Superintendent of Schools and held the position until his retirement in August 2004. In July 2007, he accepted an invitation to serve Orange-Ulster BOCES as Chief Operating Officer during the agency's search for a new District Superintendent. He continues in that position today.

Mr. Olivo serves the Mid-Hudson School Study Council as Director of Research and is also a Member of the Coordinating Council for the Orange County System of Care.

Mr. Olivo graduated with a Bachelor's degree in Social Studies/Education from Marist College and a Master's degree in Educational Administration and a Certificate in Advanced Studies in School District Administration from SUNY New Paltz.

Mr. Olivo was named by the Times Herald-Record as among the Thirty Most Influential People in the Mid-Hudson area in both 2003 and 2004 and in 2010, received the Mid-Hudson Schools Study Council and SUNY New Paltz Educational Leadership Award, recognizing his outstanding contribution to public education. Mr. Olivo is called upon as a frequent speaker and panel member in a variety of workshop s and conferences for administrators, teachers and school board members throughout the Mid-Hudson region.

He resides in Central Valley with his wife, Elizabeth, a music teacher in the Goshen Central School District, and is the father of two grown children.

Jonathan Rouis - Secretary

Jonathan Rouis, Greater Hudson Valley Health SystemJonathan Rouis is the Managing Partner at Rouis & Company CPAs, LLP in Wurtsboro, New York where he focuses on corporate accounts across the region and NY-metro area. He earned a Bachelor of Arts Degree in Business Administration from St. Bonaventure University.

Mr. Rouis is the District Four Legislator in the Sullivan County Legislature, having served a total of 11 years, including four years as Vice-Chairman and four years as Chairman of the Legislature. He currently Chairs the Legislature's Standing Finance and Gaming Committees. Mr. Rouis' background in accounting and finance has provided him unique perspective in the current economic crisis, which he has used to lead the County in financial restructuring designed to provide greater transparency and accountability.

Mr. Rouis remains very active in the community as Past President of the Mamakating Rotary, a past member of the Hudson Valley Advisory Board of TD Bank North, a past member of the Advisory Board of The Community Bank of Sullivan County; a member of Sons of the American Legion; a member of the New York State Association of Certified Public Accountants and currently serves as the Chairman of the Orange Regional Medical Center Foundation Board of Trustees and Board of Trustees member of the Greater Hudson Valley Health System.

Andrew Pavloff - Treasurer

Andrew Pavloff, Greater Hudson Valley Health SystemAndrew Pavloff is a Partner in the Accounting Firm of Knack, Pavloff & Company, LLP with offices in Monticello and Goshen, N.Y. Mr. Pavloff holds a Bachelor of Science degree in Accounting from SUNY Albany and became a New York Certified Public Accountant in 1982. Andrew has over 33 years of diversified experience in accounting, auditing, taxation and consulting.

He currently serves as Director and Secretary of the Cooperative Federal Credit Union, and is a member of the Community Foundation of Orange and Sullivan Counties Board of Directors. Previous posts include being a member of the United Way of Orange County Board of Directors, Chairman of the Board of Commissioners of the Woodridge Fire District from 1998 to 2007, Advisory Board Member for Catskill Hudson Bank from 2001 to 2003, Trustee and Deputy Mayor of the Village or Woodridge, as well as posts in several other civic organizations.

Mr. Pavloff resides in Newburgh, New York.

Imran Ahmed, M.D.

Imran Ahmed, Greater Hudson Valley Health SystemImran Ahmed, MD, MPH is an established physician with over 31 years of medical experience. He has been in private practice for 21 years serving the local community. His office, Bethel Medical Family Practice in White Lake, NY received the IPRO Outstanding Service to the Health Care Community Award.

Dr. Ahmed serves patients of all ages, both in the office and at the hospital. As a member of the Medical Staff at Catskill Regional Medical Center for the past 21 years, he has served as the Chair of the Credential Committee and Vice President of the Medical Staff. He is currently a Member of the Med Exec Committee, Chair of the Bylaws Committee, and a Member of the Utilization Management Committee.

Dr. Ahmed obtained his medical degree from Dow Medical College, University of Karachi, Pakistan. He completed his in internship in surgery at Stony Brook University Hospital, Stony Brook, NY and finished Family Practice Residency at St. Joseph Medical Center, Stamford, CT. Additionally, he has received Master of Public Health from New York Medical College, Valhalla, NY. Dr. Ahmed was recently named Assistant Professor of Family Medicine at Touro College of Osteopathic Medicine, NY. He is Board-certified in Family Medicine and a Fellow of American Academy of Family Physicians.

Scott Batulis - (ex officio)

Scott Batulis, Greater Hudson Valley Health SystemScott Batulis has been the President and Chief Executive Officer for the Greater Hudson Valley Health System and Orange Regional Medical Center since August 2006 and President of Catskill Regional Medical Center since 2008. Mr. Batulis has more than 25 years of experience in healthcare administration including strategic planning, financial management, business development, mergers and acquisitions, hospital construction, operations management, physician relations, human resource development and fundraising. Throughout his leadership career, his broad-based healthcare system responsibilities have included hospital care, primary and specialty care, chronic care, senior care and home healthcare.

Mr. Batulis’ exceptional healthcare administrative background played a critical role in the revitalization of the Greater Hudson Valley Health System and the development of programs and services to member hospitals. In 2011, his leadership and skills proved vital in the financing, construction, relocation and opening of Orange Regional’s new facility located in Middletown, New York, the first new hospital in New York State in more than 20 years. His leadership and experience played a critical role in transforming Catskill Regional Medical Center into a stable and evolving community hospital, the only hospital in Sullivan County, New York.

Throughout his tenure and within the System, Mr. Batulis has achieved significant quality and financial benchmarks and is credited with leading the development of many new services as well as the acquisition of state-of-the-art technology. The development of clinical programs throughout the System include: emergency and elective angioplasty, Stroke Center designation, Bariatric Center of Excellence, robotic surgery, a Level 2 Neonatal Intensive Care Unit in development and the newly constructed expansion of Catskill Regional’s emergency department. The purchase and implementation in 2011 of a multi-million dollar electronic health record system at Orange Regional, with implementation at Catskill Regional in 2012, has modernized communication and placed Orange Regional among the top five percent of the more than 5,200 hospitals nationwide that had achieved Stage 6 designation on the Electronic Medical Records Adoption Model.

Prior to joining the Greater Hudson Valley Health System, Mr. Batulis spent nearly 20 years with HealthEast Care System, a network of integrated care services including hospitals, clinics, rehabilitation and specialty care facilities, headquartered in St. Paul, Minnesota. Within this network, he held the positions of Vice President of HealthEast Care System, Chief Executive Officer of St. Joseph’s Hospital and Chief Executive Officer of Bethesda Rehabilitation Hospital.

As a Vice President within the HealthEast Care System, Mr. Batulis’ responsibilities crossed a number of modalities including heart care and neurosciences in three of the network’s hospitals. Additionally, he provided leadership over the HealthEast Ambulance service, Hospice care and outreach laboratory businesses as well as having served on the Board of Directors for HealthEast Home Care.

As Chief Executive Officer at St. Joseph’s, his leadership marked a turning point for this hospital slated to close. He is credited with successfully leading teams through a $20 million capital campaign and an $81 million campus expansion/renovation plan.

Prior to joining St. Joseph’s, Mr. Batulis served as Chief Executive Officer of Bethesda Rehabilitation Hospital. While in this capacity, he also managed HealthEast’s six nursing homes, five assisted living facilities, ambulance company, medical equipment company, home health care agency and three retail pharmacies.

He has a Master of Business Administration degree from the University of St. Thomas in St. Paul, Minnesota and a Bachelor of Science degree in Long Term Care Administration from the University of Minnesota. He is a member of the American College of Healthcare Executives.

Mr. Batulis is member of the Greater New York Hospital Association Board of Directors; a member of the Northern Metropolitan Hospital Association Board of Directors; a member of the Mid-Hudson Pattern for Progress Board of Directors; a member of the Orange County Partnership Board of Directors and a member of the American College of HealthCare Executives.

Don E. Beeler, Jr.

Don Beeler, Greater Hudson Valley Health SystemDon E. Beeler is currently an investor and Board Advisor. Mr. Beeler is a former Chief Executive Officer and Chairman of the Board for NSI Software Inc., the leader in Disaster Recovery of Microsoft Windows. He is the former President of Plexar Communication and attended the University of Kentucky.

Mr. Beeler lives in Monroe, New York.

Barbara Blakey, Ed.D

Barbara Blakey, Greater Hudson Valley Health SystemDr. Blakey is the retired Assistant Superintendent for Instruction at Sullivan County BOCES. She is currently an education consultant having been an educator in Sullivan County since 1978. She is an active member of the Liberty Rotary and St. Peter’s Church in Liberty. Dr. Blakey is a former Village of Liberty Trustee and Liberty Planning Board member.

She served on the executive committee of many professional education boards and remains an active member in the Council for Administrators in Special Education, Council of New York Special Education Administrators and the New York State Association of Woman in Administration. From the latter organization, she received the Ann Meyers award in March 2013. This prestigious award is named after the founder of NYSAWA. It is given to recognize individual commitment and expertise in mentoring educational leaders and sharing time and wisdom with prospective administrators.

Dr. Blakey holds a Bachelor of Science degree in Speech Pathology and Audiology from Nazareth College of Rochester, a Master’s degree in Communication Disorders from the College of St. Rose, a Master’s degree in School District Administration from the College of New Rochelle, and a Doctorate of Education in Educational Leadership degree from Nova Southeastern University. Dr. Blakey is a New York State licensed Speech Pathologist and is a Member of the New York State Speech, Language and Hearing Association, and the American Speech, Language and Hearing Association.

Dr. Blakey resides in Liberty, New York.

Joan Rhulen Farrow

Joan Farrow, Greater Hudson Valley Health SystemJoan Farrow and her family helped build the Rhulen Agency Inc. into the 19th largest privately owned insurance agency in the United States. After the Rhulen agency was acquired in 1989, Ms. Farrow became a Vice President and division head for Markel Corporation, thereafter became a principle shareholder in the Frontier Insurance Group. Joan was one of the founders of Catskill Hudson Bank in 1993 and served as its board president for 5 years before retiring in 2004.

Farrow was appointed to the SUNY Sullivan board of trustees by Governor Pataki in 1995. Having retired from SUNY Sullivan in 2013, she holds the post of trustee emeritus, but continues to serve on its Foundation Board and the Dormitory Board. In 1986, along with her husband, Ms. Farrow received the American Camping Association Special Recognition Award. Joan has received the Anti- Defamation League Americanism award in 1996, the BPW woman of the year award in 1999, and was recognized by the SUNY Sullivan Foundation in 2010 with the “Women Who Make a Difference” award. Ms. Farrow was a Charter Member of the Philip E. Wilson Society Hospital for Special Surgery NYC. She has been a member of the board of trustees for Catskill Regional Medical Center for over 20 year and is the President of Catskill Regional’s Foundation. Ms. Farrow also serves on the Academy of Finance of Monticello High School, her alma mater

Edison Guzman

Edison Guzman, Greater Hudson Valley Health SystemEdison Guzman is the Owner of A&E Advertising and Web Design. He is also the Founder of hvBiz.com, a social networking site for business owners within the Hudson Valley region and Founder of BusinessU.co, an educational portal for business owners world-wide.

Mr. Guzman is a member of the Orange County Chamber of Commerce Board of Directors and is a volunteer Chapter Chair of SCORE Chapter 465. He is a member of the Monroe Clean Sweep Committee and Action in Monroe, New York.

Mr. Guzman lives in Chester, New York.

Arthur Kowaloff

Arthur Kowaloff, Greater Hudson Valley Health SystemArthur Kowaloff is the president of Kowaloff & Co. LLC, a firm offering capital markets advice and investment banking services for entrepreneurs and the companies they create.

A graduate of Carleton College and Yale University Law School, Mr. Kowaloff spent five years as a managing director of BNY Capital Markets, Inc., a subsidiary of The Bank of New York Mellon Corporation. Prior to that, he held the position of COO/senior managing director at Patricof & Co. Capital Corporation and was a senior partner at the firm of Willkie Farr & Gallagher. He is a member of the New York State Bar.

Mr. Kowaloff is the Lead Director of Metropolitan Health Networks, Inc. and is also a member of the Sirona Dental Systems, Inc. Board of Directors. Additionally, Mr. Kowaloff is a Trustee of Carleton College and the president and a director of The PBP Foundation of New York.

Richard (Rick) Lander

Rick Lander, Greater Hudson Valley Health SystemRick Lander is the owner and operator of several Western Sullivan County businesses, including Ten Mile River Enterprises, Lander’s River Trips, Lander’s RiverMart and River Café.

Mr. Lander holds a Bachelor of Science degree in Accounting from Fairfield University. Lander is a Past Supervisor for the Town of Tusten and was a Member of the Narrowsburg Central School Board and the Sullivan West School Board.

Rick is an active Member of the Tusten Ambulance Corp, and is a Past Secretary and active Member of the Narrowsburg Fire Department. Mr. Lander is a Member of the Sullivan County Visitors Association, Pocono Mountain Vacation Bureau, the Narrowsburg, Callicoon and Sullivan County Chambers of Commerce, and is the Town of Tusten Republican Party Chairman. In 2005, Mr. Lander was awarded the Sullivan County Chamber of Commerce “Business Man of the Year” award.

Joseph Loughlin

Joe Loughlin, Greater Hudson Valley Health SystemJoseph Loughlin joined the Greater Hudson Valley Health System Board of Directors in 2012 and has been a member of the Catskill Regional Medical Center Board of Directors since 2007. Mr. Loughlin is currently Chair of Catskill Regional's Board of Director's Performance Improvement Committee and a member of Catskill Regional's Audit, Compliance and Governance Committee. Mr. Loughlin also serves on the Greater Hudson Valley Health System Board Ad Hoc Governance Committee, which is focused on revising the bylaws of the Greater Hudson Valley Health System.

Mr. Loughlin is the co-owner and managing partner of M.L. Zager P.C. and a partner in the law firm of Billig Loughlin & Baer, LLP, both located in Monticello, New York. Prior to these positions Mr. Loughlin was the Chief Claims Officer of a large national insurance holding company with responsibility and oversight of all claims and legal operations, including significant medical malpractice exposures. He additionally served as Corporate Secretary and Executive Vice President for the public holding company and its insurance company subsidiaries.

Mr. Loughlin began his legal career at Gordon and Silber, New York, New York where he focused on multi distinct asbestos litigation and representation of physicians in malpractice matters.

Mr. Loughlin obtained his J.D. from New York Law School, his Master's Degree from The Ohio State University, and his B.S. from St. Lawrence University

Mr. Loughlin is a member of the New York State Bar Association, the Sullivan County Bar Association and the Healthcare Financial Management Association.

He resides with his wife in Rock Hill, New York.

Lon J. Merin, M.D.

Lon Merin, Greater Hudson Valley Health SystemDr. Lon Merin, Board-certified in Anesthesia, has been practicing with Orange Anesthesia Service, PC since 1990. He has been an active medical staff member of Horton Medical Center, Arden Hill Hospital and currently Orange Regional Medical Center.

Dr. Merin has served in several leadership positions at Orange Regional Medical Center and is presently serving as Chairman of the Department of Anesthesia.

Dr. Merin graduated with a Bachelor's degree in Zoology from The George Washington University, and received his medical degree from The George Washington University Medical School, located in Washington, D.C. He completed his residency in Anesthesiology at New York University Medical Center and is an active member of the American Society of Anesthesiology.

Dr. Merin has been an active member of the community for the past twenty years. He raised his daughters in Goshen where he resides with his wife.

Schuyler Newman, M.D.

Schuyler Newman, Greater Hudson Valley Health SystemSchuyler Newman, MD is Board-certified in Anatomic and Clinical Pathology.

Through his affiliation with Orange Regional, Dr. Newman was a member of the Medical Executive Committee from 1995 to 2008 and served as its first Chief of Staff. Dr. Newman is also past Chair of the Medical Staff of Horton Medical Center, a position he held prior to the merger with Arden Hill Hospital. Additionally, he is past Medical Director of Laboratory and past Department Chairman of Pathology. Dr. Newman was instrumental in the development of Orange Regional’s Cancer Center, having served as the first chairman of the Cancer Committee. Additionally, he was instrumental in helping to attain the Center’s first accreditation. He received the Physician Leadership Award from Orange Regional in 2005. Dr. Newman is the President and Medical Director of Histopathology Services, LLC which is a leading provider of pathology services in the New York metropolitan area.

Dr. Newman graduated with a Bachelor of Arts degree, with honors, from LaSalle University and is a Summa Cum Laude graduate of Jefferson Medical College where he was inducted into the Alpha Omega Alpha Honor Medical Society. He was in the Army Medical Corps for 13 years including his internship and residency at Walter Reed Army Medical Center. He served in a number of leadership positions including Chief, Department of Pathology at Keller Army Hospital at West Point where he received the National Defense Service Medal, Army Achievement Medal and the Meritorious Service Medal. Dr. Newman is a fellow of the College of American Pathologists, American Pathology Foundation, and the American Society for Clinical Pathology.

Jacqueline Ricciani

Jacqueline Ricciani, Greater Hudson Valley Health SystemJacqueline Ricciani is the Managing Partner with Ricciani & Jose, LLP, a law firm based in Monticello, New York, and serves as Attorney for the Town of Bethel Planning Board and Zoning Board of Appeals. Previous to her current position, she was a Senior Attorney at Greenwald Law Offices in Chester, New York. Prior to her law career, Ms. Ricciani earned a Master’s degree in Public Administration with a concentration in Health Policy Management. She held several positions within the healthcare field working at acute care hospitals in Newark, New Jersey and in Brooklyn, New York.

Ms. Ricciani serves on the Sullivan County Bar Association Board of Directors and is a member and former president of the Women’s Bar Association of Orange and Sullivan Counties. Additionally, she is a member of the Women’s Bar Association of the State of New York and the Monticello Rotary Club. Ms. Ricciani is a former member of the Board of Directors for the Dispute Resolution Center.

Ms. Ricciani resides in Mongaup Valley, New York.

Ginny Rizzo

Ginny Rizzo, Greater Hudson Valley Health SystemGinny Rizzo has been reappointed to the Greater Hudson Valley Health System Board of Directors. Mrs. Rizzo served as Chairwoman of the Board for Orange Regional Medical Center and Greater Hudson Valley Health System from 2008-2010 and was Chairwoman when Orange Regional broke ground for the new hospital.

Mrs. Rizzo spent 24 years with International Paper’s Corporate Research Center in Tuxedo, NY, a Fortune 50 corporation and the world’s largest paper company. During those years, she advanced from a research and development scientist to a number of managerial positions in training, development and human resources and retired as Laboratory Director, overseeing the research center.

She is the owner and president of Eclat, a management and human resources consulting firm. She is also Vice President of Rizzo, Inc.; a commercial moving company. She serves as a Director for Orange Bank and Trust Company.

Mrs. Rizzo works on a volunteer basis with various Orange County non-profits, including Leadership Orange, Cornell Cooperative Extension and Women of Achievement, supporting the Girl Scouts of America and the Young Women’s Christian Association (YWCA).

Sher Singh

Sher Singh, Greater Hudson Valley Health SystemSher Singh is the Community Liaison for Rehabilitation Support Services, Inc. for the Orange County System of Care Initiative.

Ms. Singh has worked and lived in Orange County for more than 26 years where she has supported education through her affiliations with the Pine Bush School District, School to Work Consortium, The New York State Parent Teacher Association and The National Association of Fundraising Professionals. In addition, Ms. Singh has served as a board member for many organizations including the Mental Health Association, Safe Homes of Orange County, the Middletown Business & Professional Women's Club and as a diversity committee member of the National Association of Fundraising Professionals.

Ms. Singh earned her B.A. in Mass Communications at the University of the West Indies. She also received certified licensed credits in Special Education from SUNY New Paltz and a certificate in English from the University of London.

In 1998, Ms. Singh was awarded the Orange County Tribute to Women of Achievement Education and Volunteerism Award. She was also the recipient of the 2007 Human Rights Commission Award and the 2010 Orange County Chamber of Commerce's Volunteer of the Year Award.

Ms. Singh resides in the Town of Bloomingburg and is the mother of three grown children.

Gerald J. Skoda

Gerald Skoda, Greater Hudson Valley Health SystemGerald Skoda is the President of Mid-Hudson Cooperative Insurance Company, operates his own crop farm and is an agricultural consultant specializing in farm tax consultation and preparation. Mr. Skoda spent over 37 years in Education, bringing the research of Cornell University to the citizens of Sullivan, Madison and Delaware Counties, retiring as Executive Director of Cornell Cooperative Extension, Sullivan County in 1997.

Mr. Skoda is the President of Emerald Corporate Park, Inc.; is a member of the Board of Directors for Community Foundation of Orange and Sullivan; served as Chairman of the Board for Catskill Regional Medical Center; served as Director and was Past Chair of the Sullivan County Partnership for Economic Development where he received the prestigious Walter A. Rhulen Award for ”Business, Community and Humanity”; Co-Chaired “Sullivan First” a County enhancement effort which grew into Sullivan Renaissance where he currently serves on the Steering Committee; and served on the Tri-Valley School Board of Education for 24 years, 17 years as President.

Mr. Skoda resides in Woodbourne, New York.

Michael Waschitz, CPA

Michael Waschitz, Greater Hudson Valley Health SystemMichael Waschitz is a Partner with the Accounting Firm of Bachrach, Waschitz & Waschitz in Monticello, N.Y., and has been with the firm since 1973. He is responsible for client accounting, system implementation and staff training, and is in charge of the firm's in-house continuing education programs.

Mr. Waschitz holds a Bachelor of Science degree from SUNY Buffalo in Business Administration, and has been a New York Certified Public Accountant since 1972. Michael is a Member of the American Institute of Certified Public Accountants, and the New York State Society of Certified Public Accountants.

Mr. Waschitz is Past President and a Board Member of the Monticello Lions Club, is a Member of the Board for the New York State Amateur Trapshooting Association, and was a United States Army Reservist from 1969 to 1975.

Mr. Waschitz resides in Monticello, New York.

Scott Batulis has been the President and Chief Executive Officer for the Greater Hudson Valley Health System and Orange Regional Medical Center since August 2006 and President of Catskill Regional Medical Center since 2007. Mr. Batulis has more than 25 years of experience in healthcare administration including strategic planning, financial management, business development, mergers and acquisitions, hospital construction, operations management, physician relations, human resource development and fundraising. Throughout his leadership career, his broad-based healthcare system responsibilities have included hospital care, primary and specialty care, chronic care, senior care and home healthcare.

Mr. Batulis’ exceptional healthcare administrative background played a critical role in the revitalization of the Greater Hudson Valley Health System and the development of programs and services to member hospitals. In 2011, his leadership and skills proved vital in the financing, construction, relocation and opening of Orange Regional’s new hospital in Middletown, New York. The 383-bed state-of-the-art facility is the first new hospital built in New York State in more than 20 years. His leadership and experience played a critical role in transforming Catskill Regional Medical Center into a stable and evolving community hospital, the only hospital in Sullivan County, New York.

Throughout his tenure and within the System, Mr. Batulis has achieved significant quality and financial benchmarks and is credited with leading the development of many new services as well as the acquisition of leading-edge technology. The development of clinical programs throughout the System include: emergency and elective angioplasty, Stroke Center designation, Bariatric Center of Excellence, robotic surgery, a Level 2 Neonatal Intensive Care Unit in development and the newly constructed expansion of Catskill Regional’s emergency department. The purchase and implementation in 2011 of a multi-million dollar electronic health record system at Orange Regional has placed the medical center among the top five percent of 5,200 hospitals that achieved Stage 6 designation on the Electronic Medical Records Adoption Model. The electronic health record system was installed at Catskill Regional in 2012.

Prior to joining the Greater Hudson Valley Health System, Mr. Batulis spent nearly 20 years with HealthEast Care System, a network of integrated care services including hospitals, clinics, rehabilitation and specialty care facilities, headquartered in St. Paul, Minnesota. Within this network, he held the positions of Vice President of HealthEast Care System, Chief Executive Officer of St. Joseph’s Hospital and Chief Executive Officer of Bethesda Rehabilitation Hospital.

As a Vice President within the HealthEast Care System, Mr. Batulis’ responsibilities crossed a number of modalities including heart care and neurosciences in three of the network’s hospitals. Additionally, he provided leadership over the HealthEast Ambulance service, Hospice care and outreach laboratory businesses as well as having served on the Board of Directors for HealthEast Home Care.

As Chief Executive Officer at St. Joseph’s, his leadership marked a turning point for this hospital slated to close. He is credited with successfully leading teams through a $20 million capital campaign and an $81 million campus expansion/renovation plan.

Prior to joining St. Joseph’s, Mr. Batulis served as Chief Executive Officer of Bethesda Rehabilitation Hospital. While in this capacity, he also managed HealthEast’s six nursing homes, five assisted living facilities, ambulance company, medical equipment company, home health care agency and three retail pharmacies.

He has a Master of Business Administration degree from the University of St. Thomas in St. Paul, Minnesota and a Bachelor of Science degree in Long Term Care Administration from the University of Minnesota. He is a member of the American College of Healthcare Executives.

Mr. Batulis is member of the Greater New York Hospital Association Board of Directors; a member of the American Hospital Association’s Regional Policy Board; a member of the Northern Metropolitan Hospital Association Board of Directors; a member of the Orange County Partnership Board of Directors and a member of the American College of HealthCare Executives.

Joe Anesi - VP, General Counsel

Joe Anesi oversees the office of General Counsel for the Greater Hudson Valley Health System: a central resource for all legal services and exclusive contact for outside counsel retention and management. He is responsible for all physician, managed care and business contracting; defense of all litigation; providing legal support to all members of the System and advising System Chief Executive Officers and Board of Directors on strategy and governance. Mr. Anesi also oversees the Associate General Counsel and Risk Management division.

Prior to assuming his role within the Greater Hudson Valley Health System, Mr. Anesi spent more than 23 years practicing law with law firms as well as public, private and not-for-profit corporations. His background includes corporate, regulatory, litigation and healthcare practices.

Mr. Anesi earned a Bachelor’s degree in English from the University of Rochester and graduated from the Duke University School of Law. He also has a Master of Public Health degree from the Harvard School of Public Health.

Rosemary Baczewski - Chief Clinical Officer

Rosemary Baczewski is responsible for the overall direction of quality management, performance improvement and patient advocacy for the Greater Hudson Valley Health System. She is also responsible for ensuring compliance with The Joint Commission standards, Institute for Healthcare Improvement (IHI) and National Quality Forum (NQF) initiatives.
With an extensive background in Process Improvement, Ms. Baczewski has worked in the healthcare industry for more than 20 years. Prior to joining the System in 2011, Ms. Baczewski served as the Senior Director of the RN Labor Management Initiative with the League of Voluntary Hospitals and Homes/1199 SEIU Training and Education Fund. She also served as Director of Process Management for Horizon BlueCross/BlueShield of New Jersey, Executive/Managing Consultant for Johnson & Johnson Health Care Systems and as a Consulting Director for McFaul & Lyons.

Ms. Baczewski has a Bachelor of Science degree in Nursing from Columbia University and a Master's certificate in Strategic Growth and Change from Columbia University Graduate School of Business. She is a Master Black Belt in Lean Six Sigma and is a Lean Expert.

Jerry Dunlavey - Executive Director

Mr. Dunlavey is the Executive Director of the Greater Hudson Valley Health System Medical Group. In this role, he is responsible for providing leadership across the business and clinical operations of the Medical Group, including Information Technology, Finance/Revenue Cycle Management, Human Resources, Business Intelligence, Business and Clinical Integration, Facilities and contracts. The Medical Group currently serves patients throughout Orange and Sullivan Counties at four different locations. In addition to the physician practice, Mr. Dunlavey is responsible for the health system’s Intensivist, Hospitalist, Trauma and Acute Surgery Programs. He is also the executive responsible for oversight of Health System Strategic Planning and Business Development.

Prior to his role as Executive Director, Mr. Dunlavey was Vice President of Clinical Program Development and Operations. In this capacity, he was responsible for the growth, development and operations of several clinical product lines including cardiology, orthopedics, neuroscience and rehabilitation medicine. He led numerous business development initiatives including the growth of the orthopedic department’s Total Joint Program, the development of a Level 2 Neonatal Intensive Care Unit, implementation of elective angioplasty and the development of a pediatric emergency department.

Mr. Dunlavey earned a Bachelor’s degree in Finance and a Master of Business Administration degree from Iona College. He also holds a Doctor of Chiropractic degree from Palmer College of Chiropractic.

Joanne Huber-Sturans - Chief Human Resources Officer

Joanne Huber-Sturans is responsible for overseeing all aspects of Human Resources strategy and management for the Greater Hudson Valley Health System. Ms. Huber-Sturans has over 22 years’ experience in Human Resources and leadership with the majority of that time being spent in healthcare and hospital systems. In addition to Human Resources oversight, Ms. Huber-Sturans also oversees the Organizational Learning and Development Department, the Volunteer Department and Occupational Health and Wellness for the health system.

Prior to joining the system in 2013, Ms. Huber-Sturans was Vice President of Human Resources at Phelps Memorial Hospital Center in Sleepy Hollow, New York which was part of the Stellaris Health System. Prior to working at Phelps, Ms. Huber-Sturans was the Director of Human Resources at St. Luke’s Cornwall Hospital in Newburgh, New York and also worked in Human Resources at Vassar Brothers Medical Center in Poughkeepsie, New York and prior to that worked in the private sector in various leadership roles.

Joanne received her Bachelor’s degree in Business Administration from Marist College and holds a Master’s degree in Human Resources Management from Mercy College. She also holds a national certification as a Senior Professional in Human Resources (SPHR) through the Human Resources Certification Institute and as a Senior Certified HR Professional (SHRM-SCP) through the National Society for Human Resources. Ms. Huber-Sturans is a national and local member of the Society for Human Resources; serves as a member of the Statewide Human Resources Advisory Council through the Healthcare Association of New York and is a member of the American Society for Healthcare Human Resources Administration (ASHHRA) and the American College of Healthcare Executives.

Jim Oxley - Chief Medical Officer

Dr. Jim Oxley is responsible for leading the overall integration and coordination of medical care with physicians, providing medical expertise, advocating for medical staff and partnering on quality initiatives for the Greater Hudson Valley Health System and Orange Regional Medical Center.
Dr. Oxley has been with Orange Regional Medical Center since 1981, starting his tenure as a staff physician in the Emergency Department at Arden Hill Hospital. He maintains privileges to practice emergency and internal medicine at Orange Regional Medical Center. In 2010, Dr. Oxley was appointed an executive leadership role with the Greater Hudson Valley Health System to which he provides medical staff leadership and oversight for all member hospitals. Dr. Oxley is also the Director of Medical Education for Orange Regional’s Medical and Graduate Residents under NYCOMEC.

From 1981 to 1985, he was Chief of the Internal Medicine Clinic at Keller Army Hospital in West Point. In 1985, he became the Chairman of the Emergency Medicine Department at Arden Hill Hospital, which later merged with Horton Hospital to form Orange Regional Medical Center, and held the position until 2006. From 2004 to 2006, Dr. Oxley was Chairman of Staff and, in 2006, he became Chief of Staff. In 2008, he became the Vice President of Medical Affairs for Orange Regional. In this position, he provides leadership to the medical staff and an overall medical perspective and expertise to the administration. He is also responsible for integration and coordination of medical care in collaboration with leaders in various departments and physicians privileged to practice at Orange Regional. In addition, Dr. Oxley volunteered his time as a member of Orange Regional Medical Center’s Board of Directors from 2006 to 2008 and has been a member of the Orange Regional Medical Center Foundation’s Board of Trustees since 2004. He is also a member physician on the Orange County Board of Health Advisory Board.

He earned a Bachelor of Science Degree from the United States Military Academy at West Point and served in the Army as a Special Services Officer. He also served in the medical corps as an internal medicine physician. Dr. Oxley is a graduate of The Philadelphia College of Osteopathic Medicine and is Board-certified in Internal Medicine and is a Fellow in the American College of Emergency Physicians.

Joanne Ritter-Teitel - VP, Patient Care Services & CNO

Dr. Joanne Ritter-Teitel joined the Greater Hudson Valley Health System in 2011 and is responsible for providing leadership for nursing throughout the system. Additional responsibilities include oversight for nursing practice, nursing standards and patient care delivery.
Prior to joining the System, Dr. Ritter-Teitel held various nurse management positions including the Chief Nurse Executive at Montefiore Medical Center and served as Nurse Leader at Princeton Healthcare System and Robert Wood Johnson University Hospital.

Dr. Ritter-Teitel holds a Bachelor of Science degree from Columbia University, a Master’s in Delivery of Nursing Services from New York University and a PhD in Nursing Administration from the University of Pennsylvania. Dr. Ritter-Teitel has been an active member of American Organization of Nurse Executive (AONE) serving on its Education and Research Committee, Nominating Committee and the Publications Committee. At the state levels she is a member of the New Jersey and New York Organization of Nurse Executives. She is a member of Sigma Theta Tau, the national honor society for nursing. She has also authored national publications and peer-reviewed journals on topics such as professional practice environments for nurses in the hospital setting.

Jonathan Schiller - Interim CFO

Mr. Schiller joined Orange Regional in 2004 as Administrator of Revenue Cycle Management and was later promoted to Vice President and Site Administrator of the Arden Hill Campus.  In 2009 he was promoted to Vice President of Hospital Operations in which he oversaw operations on the Arden Hill Campus in addition to providing organizational leadership to Food Services; Facilities; Psychiatry; Perioperative Services; Environmental Services; BioMedical Services; Security; Laboratory and Pharmacy.  In 2011 he was promoted to Chief Operating Officer in which he oversees daily operation of Orange Regional Medical Center.

Prior to joining Orange Regional Medical Center, Mr. Schiller was the Director of Patient Accounting at New York University Medical Center, and a member of Cap Gemini, Ernst and Young's national healthcare consulting practice, with specific areas of focus in hospital revenue cycle management and financial turn-around projects.

Mr. Schiller earned a Bachelor of Science degree in Social Services from LeMoyne College and has Master of Health Systems Administration degree from Rochester Institute of Technology. He is a member of the American College of Healthcare Executives and Healthcare Financial Management Association. He volunteers his time as a member of the Board of Directors of the American Heart Association, Hudson Valley Chapter as well as the Board of Directors for Leadership Orange and Christ Health Care Ministry.

David Smith - VP, Marketing & Strategic Planning

Mr. Smith leads the development and updating of the System’s Strategic Plan, annual Implementation Plan and community health plans as well as outreach, marketing and public relations strategies, business development, product/service line growth and development, and government/regulatory affairs. He will also work closely with the GHVHS Medical Group leadership to enhance growth strategies.

Mr. Smith has over 35 years of healthcare experience in hospitals and healthcare systems. Prior to joining GHVHS, Mr. Smith was Senior Vice President, Chief Strategy and Network Development Officer at Stamford Health in Stamford, CT. At Stamford Health he led the development of the System’s Strategic Plan, annual Strategic Action Plan, Facility Master Plan, Medical Staff Development Plan, and implementation of a multi-site ambulatory network, joint ventures, heart, cancer and orthopedic affiliations, new replacement hospital campus, medical office building, and employed medical group.

Mr. Smith previously served as Senior Vice President, System Development and Executive Vice President, Suburban Health Enterprises at Suburban Hospital Health Care System in Bethesda, Maryland, Senior Vice President Planning and Marketing at Franklin Square Hospital Center, Baltimore Maryland, and Director of Regulatory Affairs at Alta Bates Health System, Berkeley, California.

Mr. Smith has a Bachelor of Arts Degree from the Pennsylvania State University and a Master of Science in Public Health Degree from the University of Missouri. He is a Fellow in the American College of Healthcare Executives, a member of the Society for Healthcare Strategy and Market Development, and has held numerous Board leadership positions in local community agencies.

Stephen Sugrue - VP, Compliance, Real Estate & Audit

Stephen Sugrue is responsible for Compliance and Audit oversight, actively working with the Board of Directors and management committees to accomplish the goals of the Audit and Compliance Program for the Greater Hudson Valley Health System. He also oversees the System’s real estate portfolio and has executive oversight for major construction, renovation, and relocation projects as well as the ORMC campus expansion plan. As an attorney, he also coordinates the legal activities of these divisions.

Mr. Sugrue’s experience includes defending hospitals, nurses and doctors in both private law firms and in the New York State Attorney General’s Office. Prior to joining Orange Regional Medical Center in 2007, he was Associate General Counsel & Compliance Officer at St. Vincent’s Midtown Hospital in New York City.

Mr. Sugrue earned a Bachelor of Science degree, as well as a Juris Doctor and a Certificate of Health Law and Policy from Pace Law School. He is admitted to practice as an attorney in both New York State and Federal Courts. He is also a New York State Registered Nurse and Board-certified in Emergency Nursing and has experience as a Paramedic.

Mr. Sugrue is a member of the Health Care Compliance Association; Greater New York Hospital Association; New York State Bar Association and the Emergency Nurses Association.

Brian Tew - VP, IT & CIO

Brian Tew is responsible for the oversight of information technology for the Greater Hudson Valley Health System and for the continued advancement of technology for both Catskill Regional Medical Center and Orange Regional Medical Center.

Prior to joining GHVHS, Mr. Tew served as VP of Operations, Chief Information Officer at Catholic Medical Center in Manchester, New Hampshire, where he managed all information systems, telephony, attendant services, medical records, clinical engineering, security, facilities and environmental servcices departments. Mr. Tew also oversaw data center management, vendor relationships, Joint Commission readiness and business continuity management. He was instrumental in earning Executive and Board approval for a 5-year strategic plan in 2007 which transformed Catholic Medical Center's paper system into a state-of-the-art electronic system.

Mr. Tew earned his Master of Arts degree in Computer Resources and Information Systems Management from Webster University and a Bachelor of Arts degree in Economics from the University of Richmond. He is affiliated with the American College of Healthcare Executives, Health Information Management Systems Society and College of Healthcare Information Management Executives.
